Learn About Paying Your Artesian Water Bill

Understanding Your Artesian Water Bill Basics

An Artesian water bill is a document you receive from your water utility company that shows how much water you used during a billing period and what you owe for that usage. Most water companies send bills monthly or bimonthly, though the exact schedule depends on your local utility provider. The bill serves as both a record of your consumption and an invoice for payment.

Your Artesian water bill typically includes several key pieces of information. At the top, you'll find your account number, service address, and the billing period covered by that particular bill. The billing period is important because it tells you which dates of water usage are included. For example, a bill might cover usage from January 1 through January 31. Understanding which dates are included helps you connect your water usage patterns to the actual bill you receive.

Water bills also display your current meter reading and your previous meter reading. The difference between these two numbers tells you how many units of water you consumed during that billing period. Most water companies measure usage in gallons or cubic feet. If your bill shows a previous reading of 5,000 and a current reading of 5,150, you used 150 units of water during that billing cycle.

The bill breaks down charges in different ways depending on your location and utility provider. Some areas charge a flat base fee for service, while others charge only for the water you actually use. Many communities use tiered pricing, which means the rate per unit increases as you use more water. This structure encourages water conservation because using more water costs proportionally more.

You should also see a due date on your bill, which indicates when payment must be received to avoid late fees. This date is legally required to appear on all utility bills. Paying by the due date keeps your account in good standing and prevents service interruptions or additional charges.

Practical Takeaway: Gather your most recent Artesian water bill and locate these key elements: your account number, the billing period dates, your current and previous meter readings, and the due date. Writing down this information helps you track your account and understand what you're being charged for.

How Water Usage is Measured and Calculated

Water usage measurement starts at your water meter, which is a device typically located outside your home or in a basement. The meter continuously records the amount of water flowing through your pipes. Every time you turn on a faucet, flush a toilet, run a dishwasher, or water your lawn, the meter tracks that consumption. The meter reading at the end of your billing period minus the meter reading at the beginning of your billing period equals your usage for that period.

Understanding the units of measurement on your bill is essential for interpreting charges. In the United States, water usage is typically measured in either gallons or cubic feet. One cubic foot of water equals approximately 7.48 gallons. Some utilities list usage in gallons, while others use cubic feet or a unit called a "water unit" which may equal 100 cubic feet or 748 gallons depending on the region. Your bill should clearly state which measurement unit applies to your account.

Meter readings are usually taken once per billing cycle, typically on the same day each month or every two months depending on your provider's schedule. A meter reader from the utility company or an automated reading system records your current meter number. Some modern meters use technology that transmits readings electronically, so a physical visit may not occur every time. You can often read your own meter between official readings to estimate your usage. The meter display shows numbers similar to an odometer in a car, and you simply record the numbers shown.

If your usage seems unusually high, several factors could explain the increase. Seasonal changes affect water consumption significantly. Summer months typically see higher usage due to outdoor watering and increased bathing. A family vacation or absence from home would decrease usage, while hosting guests would increase it. Leaks in pipes, toilets, or outdoor faucets can cause readings to spike unexpectedly. A running toilet alone can waste hundreds of gallons per month.

Some utility companies offer tools to help you understand your usage patterns. Historical usage data on your bills shows how your consumption compares across different months and years. Comparing your current bill to last year's same month helps you see whether consumption is seasonal or represents a genuine change in your household patterns.

Practical Takeaway: Review the usage figures on your last three bills. Write down the usage amount for each period and calculate the average. This gives you a baseline for normal consumption. If a current bill shows usage that is significantly higher than your average, investigate potential causes like leaks or changes in household routine.

Breaking Down Charges and Fees on Your Bill

Water bills contain several types of charges beyond the base water consumption fee. Understanding each charge component helps you see where your money goes and identify any unusual additions. The most straightforward charge is the water usage charge, calculated by multiplying your consumption units by the rate your utility company charges per unit. If you used 1,000 gallons and your rate is $2.50 per 1,000 gallons, your water charge would be $2.50.

Many water bills include a base or service charge, sometimes called a customer charge or meter charge. This is a flat monthly fee that covers the costs of maintaining infrastructure, reading meters, processing bills, and providing customer service. Base charges typically range from $10 to $50 per month depending on your location and meter size. This charge applies whether you use water or not, similar to a telephone service line charge.

Sewer charges appear on most water bills because the same pipes that bring water into your home carry wastewater to treatment facilities. Sewer charges are often calculated based on your water usage, under the assumption that most water entering your home exits through the sewer system. However, outdoor water use like lawn irrigation doesn't enter the sewer, so some communities allow separate metering of outdoor faucets to reduce sewer charges. The sewer charge calculation method varies significantly by location.

Some bills include storm water management fees, which fund local systems that handle rainfall runoff. These fees may be calculated per billing unit or based on the estimated impervious surface area of your property, such as roof and driveway area. Low-income assistance programs, conservation rebates, or credits sometimes appear as reductions to charges rather than additional fees.

Taxes and other assessments may appear as separate line items on your bill. Municipal taxes on water service vary by location. Some communities charge recycling fees or fund environmental programs through water bills. You may also see charges for specific services you requested, such as meter replacements or service calls.

Late payment fees or penalties apply only if you don't pay by the due date. These fees can range from 5 to 10 percent of your bill and may increase with time. Additionally, disconnection notices or reconnection fees appear on bills when service has been interrupted due to non-payment. Understanding all charges helps you budget more accurately and spot errors if they occur.

Practical Takeaway: Create a simple spreadsheet tracking the main charges on your bill over several months: water usage charge, base fee, sewer charge, and any other regular fees. This helps you see the relative cost of each component and notice if charges change.

Payment Methods and Due Date Information

Artesian water companies typically offer multiple payment methods to accommodate different preferences. The most common methods include paying online through your utility company's website, paying by mail with a check, paying by phone using an automated system or representative, setting up automatic bank draft payments, and paying in person at a local payment location. Each method has different processing times, so understanding these timeframes helps you avoid late payments.

Online payment through your utility company's website is often the fastest and most convenient option. You can pay at any time of day or night, and the payment usually processes within one to three business days. Most utility websites require you to create an account using your account number and billing address. Once logged in, you can view your bill, access historical usage data, and schedule payments. Online payments may be free or charge a small fee depending on your provider.

Mail payments require you to send a check to the address shown on your bill, but this method takes the longest to process. A check mailed on the due date may not arrive and clear until a week or more after the due date, potentially resulting in late fees. To mail a payment safely, include your account number on the check and mail it to the address specified on the bill, typically 5 to 7 days before the due date to allow processing time.
