Your Free Guide to Horry Electric Billing and Charges

Understanding Your Horry Electric Cooperative Bill

Your monthly Horry Electric Cooperative bill contains several key sections that work together to show what you owe. Learning how to read each part helps you understand where your money goes and can reveal opportunities to manage your energy use more effectively.

The bill typically starts with your account information, including your account number, service address, and billing period dates. This section also shows your meter readings—both the current reading and the previous reading from last month. The difference between these two numbers represents the kilowatt-hours (kWh) you used during the billing period. For example, if your previous meter reading was 15,432 kWh and your current reading is 15,687 kWh, you used 255 kWh of electricity that month.

Next, you'll see the charges section, which breaks down exactly what you're paying for. The largest charge is usually the energy charge, which multiplies your kilowatt-hour usage by the rate per kWh. As of recent rate information, Horry Electric's residential rate is approximately 12-13 cents per kWh, though this can vary based on rate adjustments and your specific service plan. If you used 255 kWh at 12.5 cents per kWh, your energy charge would be about $31.88.

Your bill also includes a customer charge, which is a fixed monthly fee that covers the costs of maintaining the infrastructure that delivers power to your home. This charge typically ranges from $12 to $20 per month and appears on every bill regardless of how much electricity you use.

• Meter readings appear at the top of your bill
• Energy charges are based on actual usage multiplied by the per-kWh rate
• Customer charges are fixed fees independent of usage
• Taxes and regulatory fees are added to your subtotal
• Payment due dates are clearly marked

Practical Takeaway: Start tracking your meter readings monthly. Write down the current reading from your bill and compare it to the previous month's reading. This helps you notice unusual spikes in usage that might indicate an appliance problem or changed household habits.

Breaking Down Horry Electric's Rate Structure

Understanding how Horry Electric structures its rates helps explain why your bill changes from month to month. The cooperative uses what's called a "tiered" or "standard" rate structure designed to cover the costs of generating, transmitting, and distributing electricity to all members.

The primary component of your rate is the energy charge, measured in cents per kilowatt-hour. Horry Electric Cooperative's residential energy rate has historically remained relatively stable compared to national averages. According to the U.S. Energy Information Administration, the national average residential electricity rate in 2023 was approximately 15.47 cents per kWh. Horry Electric's rates typically fall below this national average, making it competitive within the region. However, rates are subject to periodic adjustments through rate cases filed with the South Carolina Public Service Commission.

Beyond the per-kWh charge, your bill includes several other components. The customer charge, also called the "base charge," covers fixed costs like meter reading, billing, customer service, and infrastructure maintenance. This charge ensures the cooperative can maintain reliable service even during low-usage months. The cooperative also applies taxes and regulatory fees, which are mandated by state and local government. These typically add 5-10% to your subtotal depending on your location within Horry County.

Seasonal variations also affect your overall costs. Summer months (June through September) typically see higher usage due to air conditioning, while winter months may have lower residential usage. Spring and fall bills are often the lowest of the year. Understanding this pattern helps you set realistic monthly payment expectations and identify when conservation efforts can have the greatest impact.

• Energy charges are the primary cost driver and are measured per kilowatt-hour
• Customer charges are fixed monthly fees that don't change with usage
• Taxes and regulatory fees are added based on state and local requirements
• Seasonal usage patterns significantly affect total monthly bills
• Rate adjustments occur periodically through official rate cases

Practical Takeaway: Compare your current bill's rate per kWh to bills from several months ago. You may notice the rate has increased due to a rate adjustment. Understanding when and why rates change helps you plan your household energy budget more accurately.

Common Charges You'll See on Your Bill

Beyond the basic energy charge, your Horry Electric bill may include several additional charges that serve specific purposes within the cooperative's operations and regulatory requirements.

The fuel and purchased power adjustment clause (sometimes called the "fuel adjustment") is a charge that reflects changes in the cost of fuel used to generate electricity and purchased power from other sources. Unlike your base energy rate, which remains relatively stable, this adjustment changes monthly based on actual fuel costs. When natural gas or coal prices rise, this charge increases; when prices fall, it decreases. For example, in months when natural gas prices spike, you might see a fuel adjustment of 1-2 cents per kWh added to your bill, while in months with stable fuel costs, this adjustment might be much smaller or even negative, providing a credit to your account.

If you use electricity for heating your water or home heating, you may see a separate charge for this service on your bill. This allows the cooperative to track and bill for these uses appropriately. Some customers have dual-fuel systems (electric and natural gas) and only pay electric charges for specific end-uses.

Capacity charges appear on some commercial bills but are less common on residential accounts. These charges reflect the infrastructure required to handle peak demand periods. Horry Electric invests significantly in maintaining adequate capacity during summer afternoons when air conditioning usage peaks across the region.

Late fees apply if your payment is not received by the due date shown on your bill. Horry Electric's late fee policy typically applies a percentage charge or flat fee to overdue balances. Understanding your due date and payment options helps you avoid these additional charges.

• Fuel and purchased power adjustments change monthly based on energy market prices
• Water heating and space heating may have separate line items or billing
• Capacity charges reflect infrastructure investments for serving peak demand
• Late fees are assessed on overdue balances after the due date
• Credits or rebates for conservation programs may appear as negative charges

Practical Takeaway: Review the "adjustment" or "fuel clause" line on your bill over several months. Tracking these changes helps you understand why your bill fluctuates even when your usage stays similar. This knowledge can help you budget more effectively and recognize when market conditions are affecting your costs.

How Horry Electric Calculates Your Usage and Charges

Understanding how the cooperative measures your electricity consumption provides insight into why your bill shows what it does and how you can work with accurate numbers.

Your meter measures electricity consumption in kilowatt-hours. A kilowatt is a unit of power (1,000 watts), and a kilowatt-hour is the amount of energy one kilowatt uses over one hour. When you run a 1,000-watt hair dryer for one hour, you consume one kilowatt-hour. When you run a 100-watt light bulb for ten hours, you also consume one kilowatt-hour. Your meter continuously tracks this consumption, and Horry Electric reads it either monthly in person, or through automated meter reading (AMR) technology that transmits readings electronically.

Most residential meters are analog or digital devices that physically measure how much electricity flows through your service line into your home. The meter's display shows cumulative kilowatt-hour usage since the meter was installed. To calculate your monthly usage, the cooperative subtracts the previous month's reading from the current month's reading. If your meter showed 15,500 kWh on April 15 and 15,750 kWh on May 15, your May usage was 250 kWh.

Horry Electric typically reads meters on a monthly cycle, with readings occurring around the same date each month. Your billing period is usually a calendar month, though it can vary slightly depending on meter reading schedules. The bill
